A Veteran Gold Card opens up more than DVA-funded treatment. If you live in Queensland, there are state concessions that can cut the cost of transport, vehicle registration and household bills. The catch is that most of the high-value ones are not automatic, and they are not available to every Gold Card holder. Here is what actually applies in Queensland, who qualifies, and how to claim it.
One thing to get clear first, because it decides almost everything below.
Gold Card is not the same as TPI or EDA
Many of Queensland’s best veteran concessions are tied to a specific DVA assessment, not to simply holding a Gold Card. The two that matter most are:
- TPI (Special Rate, sometimes called Totally and Permanently Incapacitated)
- EDA (Extreme Disablement Adjustment)
To access the Queensland concessions, your DVA card generally also needs a file number beginning with the letter “Q”. If your card is a standard Gold Card without a TPI or EDA assessment, you will still qualify for some concessions, but not the free transport and vehicle duty exemptions that people often assume come with the card. Knowing which category you fall into is the first step, and reaching a TPI or EDA assessment is often a matter of getting your impairment properly assessed, which is where a claim can be worth reviewing.
Public transport
Since 2024, Queensland has run a permanent 50 cent flat fare on all Translink public transport, buses, trains, ferries, trams and on-demand services across South East Queensland and regional Translink buses. That flat fare applies to everyone, so the old 50% veteran concession fare no longer exists, it has simply been overtaken by the cheaper flat fare.
For TPI and EDA Gold Card holders, there is more. With a Translink TPI/EDA Veteran Travel Card, you are entitled to unlimited free travel on approved Translink, qconnect and regional ferry services. You apply for the travel card through the Department of Transport and Main Roads, and your DVA card needs to be embossed TPI or EDA with a “Q” prefix file number.
Long distance rail
- TPI or EDA Gold Card holders with a Veteran Travel Card can access one free return trip each fortnight on long distance Queensland Rail Travel services.
- Gold Card holders marked War Widow or Widower are eligible for four Queensland pension rail travel entitlements each calendar year.
Vehicle registration duty and GST
Queensland Transport and Main Roads administers motor vehicle registration duty exemptions for eligible ex-service persons. These are generally tied to a TPI or EDA assessment and usually apply to one private-use vehicle. Holding a Gold Card on its own does not guarantee the exemption, so it is worth confirming your assessment before you buy or transfer a vehicle.
Separately, and this one is a federal DVA entitlement rather than a Queensland concession, eligible veterans can claim GST exemption on the purchase of a new car once every two years or 40,000 kilometres, and on spare parts necessary for running the vehicle.
We cover the vehicle duty side in more detail, and how it differs state by state, in our guide to stamp duty exemptions for Gold Card holders.
Household and cost-of-living concessions
Queensland offers some property and utility concessions that veterans may qualify for, including an electricity concession for certain TPI Gold Card holders who also receive the War Widow or Widower Pension or the Special Rate pension, and a water subsidy for eligible properties within the South East Queensland Water Grid. Rates and thresholds are set by the Queensland Government and change from time to time, so treat any figure you read as a starting point and confirm the current amount when you apply.
How to claim
- Check whether your DVA card carries a TPI or EDA assessment and a “Q” prefix file number.
- Apply for the Translink TPI/EDA Veteran Travel Card through Transport and Main Roads for free travel.
- Contact Transport and Main Roads about vehicle registration duty exemption before buying or transferring a vehicle.
- Confirm current utility and property concession amounts with the Queensland Government at the time you apply.
- Most concessions, once registered, continue without annual reapplication.
Not sure you have the right assessment?
If you hold a Gold Card but are not TPI or EDA, you are missing the concessions that matter most, and reaching those assessments comes down to how your permanent impairment has been assessed. That is claim work, and it is exactly what we do. Our card and claim eligibility check below is a quick way to see where you might stand.

How KSC Law can help
KSC Law was founded by veterans who have lived the system. If your Gold Card is not delivering the concessions you expected, the answer is usually in your assessment, not the concession office. Our expert team can review where your impairment sits, whether a TPI or EDA assessment is within reach, and run the claim to get you there.
